Pune : Savitribai Phule Pune University has been ranked last in the evaluation conducted by the state’s Higher and Technical Education Department among government non-agricultural universities under the Service Condition Program. Gadchiroli’s ‘Gondwana University’ has topped the list, while Mumbai University and Shivaji University have secured second place. Pune University had also slipped in the NIRF ranking announced a few days ago, now the government’s evaluation has also revealed the university’s poor performance.
The Higher and Technical Education Department inspected the functioning of 13 public non-agricultural universities in the state. In this initiative, the department evaluated the performance of the universities on the basis of various criteria. No applications or information were sought from the universities for this initiative. The functioning of the academic session 2024-25 was evaluated based on the information submitted to the government. This evaluation was done with the help of the ‘Erst & Young’ company.
The criteria were set as work flow chart, service entry rules, updated seniority list of all cadres, appointment by promotion, direct service appointment, vacancy status, point list validation, compassionate appointment, registration on the ‘IGOT’ portal and completion of five courses and updating and digitizing the service books of all employees. All these criteria had a total of 100 marks. By performing well on all these fronts, Gondwana University has secured the top position in the state by securing 68 marks. After that, Mumbai University and Shivaji University, Kolhapur have secured the second position with 66 marks each. Pune University had to secure the last position in the list with 42 marks.

Zero marks out of ten in three groups –
Savitribai Phule Pune University has got zero marks out of 10 in three groups namely, structure, registration on IGOT portal and completion of 5 courses, and updating and digitizing the service books of employees. Similarly, the two groups namely, service entry rules and direct service appointment vacancies have got 4 marks out of 10. The two groups namely, publication of seniority list and point list validation have got 10 marks out of 10, while the promotion status has got 8 marks in this group and the compassionate appointment group has got 6 marks, it is clear from the information.
